AB 2927 requires every California public high school to offer a standalone, one-semester personal finance course beginning the 2027-2028 school year, and as a requirement for all students graduating in 2031 and beyond.
Our California Personal Finance Instructional Toolkit (CAPFIT) is structured around students first–with key questions at the heart of each unit.:
We turned that student-focused structure into a teacher-friendly 5 unit outline:

Spaced-repetition learning is a key part of making new ideas stick. For many years CCEE has provided the “Nine Principles of Economics,” short statements that summarize a key economic principle. To match this for the learning of personal finance, the course includes the “Ten Truisms of Personal Finance,” ten short statements that summarize key aspects of personal finance as a lifelong learning project:

Following the guidance of the CA state-approved curriculum guide, the toolkit weaves in California costs, state programs and laws. Key concepts appear multiple times across units to mirror how financial knowledge actually works.
Please note the course structure is meant to be a guide and the pre-set resources a starting point. The toolkit and supporting resources are designed to allow educators to adapt ideas to best serve the needs of their students. We hope that the range of resources provided will support educators who are tasked with teaching a new course.
We will continue to update these resources and add new ones in upcoming months. We are currently working on a block-schedule and compressed timeline pacing guide (for continuation and alternative school schedule formats) and expansive appendices to include assessments and other enhancements.
To receive additional resources as soon as they become available, subscribe to our CAPFIT newsletter.
